Harolds Celms is director of the Official Journals and Publications Production directorate at the Publications Office of the European Union.

Prior to his arrival at the Publications Office (from 2003 to 2010), he was responsible for trade and investment promotion in the Latvian Embassy in Paris as Economic Affairs Attaché, representing the Investment and Development Agency of Latvia. He previously worked extensively in Europe and the United States in the IT and management consulting sectors. He has a Master in Business Administration from Harvard Business School.

Presentation abstract

The presentation gives an overview of the unique characteristics of the Publications Office as provider of multilingual content, not only to the EU institutions, but also to EU citizens and other interested parties. The Office's multilingual public websites, the digital repository (the "Cellar") which gives access to metadata and digital content, and the Eurovoc multilingual thesaurus, are described.  The combined strengths of the Cellar and Eurovoc ensuring optimal archiving, search and dissemination contribute to the objectives of an inclusive data economy.
